Nezadržateľne sa blíži magický dátum na ktorý sú upreté pohľady všetkých zainteresovaných hospodárskych subjektov, ktoré akýmkoľvek spôsobom vstupujú do zahraničnoobchodných vzťahov s krajinami mimo Európskej únie. Takýmto dátumom je 1. máj 2016, ktorý zhodou okolností symbolizuje dvanásty rok nášho členstva v Európskej únii. Symbolika spočíva v dvanástich hviezdach v kruhu v zástave Európskej únie, ktoré vyjadrujú plnosť a dokonalosť uzavretia kruhu. Zhoda okolností vo vzťahu k nášmu členstvu (poznámka: od 1.5.2004 - 12 rokov). Po 23 rokoch a štyroch mesiacoch sa realizuje najväčšia reforma v colníctve v rámci Európskej únie. Slovenská republika je po prvý krát priamy účastník tohto procesu ako členský štát. To si zaslúži náležitú osvetu i pozornosť médií, najmä v kontexte blížiaceho sa začiatku predsedníctva Slovenskej republiky v Rade Európskej únie.  

C&D Services s.r.o. realizuje v rámci šírenia osvety odborné semináre od novembra 2015. Vykonávame osvetu na všetkých úrovniach pre obchodníkov, podnikateľské subjekty, deklarantov i colných zástupcov po celej Slovenskej republike.  

Zavedenie eDovozu prezentovalo vedenie Finančného riaditeľstva SR ako záležitosť s dátumom od 1.5.2016. Prvé informácie sa objavili na obrazovke televízie TA3 cez vyjadrenie p. Čecha ako generálneho riaditeľa Colnej a daňovej sekcie. V tom čase Finančné riaditeľstvo SR pre médiá nevydalo oficiálnu tlačovú správu k tejto udalosti, ako to v minulosti bývalo zvykom. V dôsledku nepresných informácií z istých kruhov Finančného riaditeľstva SR firmy podľahli legende, že povinne budú musieť elektronicky komunikovať od 1.5.2016. Absencia presného informovania odbornej, novinárskej verejnosti a médií sa javí ako neadekvátna v tomto kontexte. 

Prechodné obdobie od 1.5.2016 do 31.12.2020 okrem iného podľa programu Európskej komisie počíta so zavedením pre projekty elektronizácie jednotlivých oblastí. Samotný eDovoz bude nasadzovaný postupne, pripravenosť k 1.5.2016 je deklarovaná a aj reálne by bola možná, nie povinná, ako môže zdanie klamať. Cieľom je postupné nasadzovanie a spúšťanie s ohľadom na výsledky testovania, ako i pilotných projektov v ostrej prevádzke, kde sa identifikujú potenciálne riziká a rezervy. Určí sa lehota, počas ktorej bude zavedené tzv. prechodné obdobie pre nasadenie eDovozu v podmienkach Slovenskej republiky. 

Program Európskej komisie uvedený vo VYKONÁVACOM ROZHODNUTÍ KOMISIE z 29. apríla 2014 stanovuje pracovný program pre Colný kódex Únie (2014/255/EÚ) bol aktualizovaný ako VYKONÁVACIE ROZHODNUTIE KOMISIE (EÚ) 2016/578 z 11. apríla 2016, ktorým sa stanovuje pracovný program týkajúci sa vývoja a zavedenia elektronických systémov stanovených v Colnom kódexe Únie. Účinné je toto rozhodnutie od 16.4.2016 a posúva a mení dátumy zavedenia jednotlivých systémov, resp. určuje ich doplnené a zmenené podmienky zavádzania.  

 Účelom pracovného programu je vytvoriť nástroj na podporu uplatňovania kódexu, pokiaľ ide o vývoj a zavedenie elektronických systémov. Počet elektronických systémov sa zvýšil na 17 z pôvodných 16, pričom sa pracovný program bude aktualizovať minimálne jedenkrát ročne za účelom zosúladenia z postupom prác na zavádzaní opatrení podľa Colného kódexu Únie.

ENGLISH VERSION:

Inexorably approaching magical date on which they are denied the views of all interested economic entities in any way enter into foreign trade relations with countries outside the European Union. The Slovak Republic is the first time a direct participant in this process as a Member State. It deserves proper awareness and media attention, especially in the context of the forthcoming start of the Slovak Chairmanship of the Council of the European Union.
C & D Services Ltd. implemented within the framework of raising awareness of professional seminars since November 2015. We conduct awareness at all levels for merchants, businesses, the declarant and the customs agents throughout Slovakia.
Introduction eDovozu presented management Directorate of the SR as a matter dated from 05.01.2016. The first information was found on the TA3 television screen through the expression of p. Cech as the Director General of Customs and Excise Section. At the time, Financial Directorate for the media has not issued an official press release for the event, as was the custom in the past. Due to inaccurate information from certain circles Directorate of the SR company succumbed to the legend that mandatory will have to communicate electronically by 01/05/2016. The absence of accurate information professional, journalistic public and the media seems to be inadequate in this context.
The transitional period from 01/05/2016 to 31/12/2020, inter alia, according to the program of the European Commission envisages the introduction of computerization of projects for individual areas. EDovoz itself will be gradually deployed, readiness to 05.01.2016 is declared and the real would be possible, not mandatory, how the appearances are deceptive. The aim is to gradually deploy and run with respect to the results of testing, as well as pilot projects in full operation, which identifies potential risks and reserves. Program of the European Commission presented in the Commission Implementing Decision of 29 April 2014 established a work program for the Union Customs Code (2014/255 / EU) was updated as implementation of Commission Decision (EU) 2016/578 of 11 April 2016, establishing a work program for the development and implementation of electronic systems set out in the Customs Code of the Union. This decision is effective from 16.04.2016 and moves and changes the date of the introduction of individual systems, respectively. determined by their implementation and the changed circumstances.
 The purpose of the work program is to create a tool to support the implementation of the Code, regarding the development and implementation of electronic systems. The number of electronic systems has increased to 17 from the original 16, and the work program will be updated at least once a year in order to harmonize the progress of work on the introduction of measures under the Customs Code of the Union.
